Example Provenance: Provenance example with registy information in reason field

This example has been included into the implementation guide to show how a vendor (CGI) utilizes the .reason field to communicate the details of the information custodian relevant to Finnish legislation (see discussion on the Fi Base InformationCustodian profile).
